Does the hand sanitizer? It didn't 4 mi Science Fair experiment?

I bought the mini-kit with light glo germ and lotion. This is a simulation germs and when I tested germ x hand sanitizer germs are still in their hands. However, the hand soap does not work if an explanation icould that would be great.

Glo Germ contains no active germ killing hand sanitizer – it's only luxury hand dye to verify that they have cleaned hands properly.
