Has anyone used “Hooked on Phonics” to teach preschoolers! Can an education specialist comment?

My girlfriend has a daycare and truely wants to help underprivileged children and she feels it starts with helping them to learn to read, i suggested “Hooked on Phonics” and she thinks it would not work. I understand the tool has various age ranges. I thought this might help her to get additional children at her daycare and I wanted to purchase it for her center.

I am a teacher in the Resource Room working with 4th and 5th graders who cannot read due to bad phonics. The problem with reading phoneticly is that it creats poor spelling!
Example:
“Mi hors iz in a kr. Mi doktr iz nise.”
